The Reign of Terror ended when leaders and allies were killed in the guillotine. The fall of Robespierre is mainly what caused the change as to he was an important man but was slaughtered. He and his allies wanted to create the "Republic of Virtue" by whipping out every trace of Frances past. The French public opinion shifted dramatically after Robespierre death. The people of all classes had grown weary of the terror.
