The British saw a opportunity for gun powder after they realized there was a large amount of it and then attacked. They also wanted to ensure that other forms of engagement could be suppressed. Tomas Paine was an outcast, but he wrote about his idea of what he believed the war was about. Common sense was waht he wrote and he wanted to underscore how it should've been obvious that the fight was for independence.
