This act was meant to replace the earlier Molasses Act. This act tipped off the colonists that the taxes imposed by Britain were meant to raise revenue which Britain wasn't supposed to pass, according to the mercantilist system. This act effectively ended salutary neglect as Britain took a more direct role in controlling the colonies.
