Germany falling behind in reparations, especially in deliveries of coal and telegraph poles to France. France and Belgium invaded the industrial Ruhr region which held 80% of Germany's coal supplies, to take the reparations themselves. Germany was unable to retaliate due to the TOV, as its army was limited to 100,000 (same as the current number of French troops in the Ruhr), and the Ruhr was part of the demilitarised Rhineland area. The French established the Rhenish republic and relocated 15,000 Germans, using German labour for their own good. They also committed acts of violence, such as killing 12 members of Krupps Steelworks in March 1923. The German government adopted the policy of passive resistance, where they paid workers to strike. This however meant they had to print more money, contributing to inflation, and they also had to import their own coal, limiting their ability to pay back their reparations.
