Supreme Naval Command ordered a last-ditch effort upon the British army that was suicidal - so sailors at Wilhelmshaven simply refused to embark. The mutiny spread to Kiel, where workers became involved, forming the Workers and Soldier's Council, the first of its kind, and a seemingly socialist threat. Within a week, the revolution reached other major cities. They demanded the removal of the Kaiser and democratic rights such as freedom of speech. Increased pressure to remove Kaiser.
