William L. Douglas was the 42nd Governor of Massachusetts. He was a shoemaker and was a key part of the educational movement. He appointed a Commission of Industrial and Technical Education in response to a resolution of the state senate and House of Representatives. The Douglas Commission resulted in Industrial Education becoming a part of the Massachusetts school system.
