The first fight happens between normals and guardians. Of course, there have been numerous fights in the past, as is the case with all people. But this is the first time the two sides are clearly demarcated by race. Normals vs. Guardians.
In reality, it's not all that clear. It's been a few generations and now we have many mixed blood people. Anyone with less than 20% Guardian dna will have heightened general senses but no real abilities.
The only way to tell a guardian from a normal is by the color of their blood. People's blood runs red when it is exposed... Guardian blood remains blue/black. The amount of DNA dictates the shade of blood...
On the government's part, while they do fear potential strength of guardians, they also need something to distract the general populous from the death of the OG Scientist. General unrest seems like a real threat to what they have built and they fanning the flames of disunity proves to be extremely effective. Even the legislation they pass is only thinly veiled as equality. They are using the guardians as a scapegoat and fortify their grip, rather than loose control.
