Political statements in which Virginia and Kentucky legislators declared that the Alien and Seditions Acts were uncsontitutional. It stated that the federal government couldn't exercise rights that weren't given to them in the Constitution. Therefore, the states could nullify federal government actions as unconstituional. This icnreases state power becuase states argue that anything states don't want to comply with, they essentially do not have to.
