Allowed the federal government to regulate commercial affairs between states, and disallows the individual states from entering into commercial affairs with foreign nations. This gave the federal government power over the states, due to them being able to policy inter-state interactions and the fact that only the federal government had access to foreign markets, leaving the the individual states at a disadvantage in economic standing.
