Federalism under the Articles of Confederation was aimed completely centered on the states side. States had all the power, and in practice could ignore the federal government and render it ineffective. They could reused to provide the funding required for the proper federal enforcement. Coupled with the fact that is lacked a standing military, this meant that the federal government was nearly completely powerless, leaving all of the power to the states.
