Battle of Helena had cost Confederate attackers lots of deaths. The fall of Vicksburg, Mississippi, thousands of Union soldiers available for duty on other fronts.Conditions were right for a Federal campaign to capture Little Rock and add it to the list of Union-controlled capitals of states that had seceded.
