Crossbones detonates a suicide vest, which blows up the side of a building with innocent civilians inside despite Wanda Maximoff's best efforts
The Sokovian Accords are released by the UN following the events in Lagos.
The Accords put the Avengers at the hands of the UN, and doesn't let them do whatever they want anymore.
