This generally decreased political and military tension among America and other countries by establishing the International Red Cross and establishing rules regarding prisoners of war. This set an expectation for America that its citizens and soldiers would be protected in the event that a war would occur, which made them feel more secure. However, Germany eventually went against these laws and expectations, causing tension to increase.
