The rise in gun control made local police officers be required to perform background checks on those who wanted to purchase a handgun. Going against this act for background checks made by officers, the supreme court ruled that Congress cannot necessarily force local officials to perform background checks because it doesn't fit the Necessary and Proper Clause in that state alone.
