Michael Scriven is credited with developing the terminology of formative and summative evaluation. The idea of evaluating a method or process of instruction either during the developmental, the formation stage, or after completion, being summative. Formative evaluation occurs while the designer is developing the materials with input from either the potential end user, the designers or those who would administer the materials. Using the ADDIE model, formative evaluation is utilized throughout the design process. Summative evaluation occurs after the design is complete and is used to determine effectiveness. Summative evaluation observes the outcomes of the product or materials.
