2nd Continental Congress (may 10, 1775 – mar 1, 1781)
Description:
The 2nd Continental Congress was to be held should Great Britain not satisfy the demands of the 1st Continental Congress. However, seeing as war between the colonies and Great Britain already broke out after the Battles of Lexington and Concord, the 2nd Continental Congress met up in Philadelphia to manage the war. 12 out of the 13 colonies sent delegates (Georgia did not). Until the Declaration of Independence passed, the Congress served as the de facto government, raising armies, appointing diplomats, coming up with strategy, and writing treaties. After Congress passed and signed the Declaration of Independence, it became the provisional government. In addition to previous responsibilities, Congress also drafted and passed the Articles of Confederation, which set up the first formal government of the United States.
