Description:
Before and right after the reign of Zeng Guofan, China faced a series of weak leadership, and reform was primarily controlled by the aristocracy and governors. There was no real centralized government and the majority of power was held by military leaders, aristocrats, foreign advisors, and governors. There was no organized leadership, method of taxation, or military.
