Description:
Ivan the terrible was the first Tzar of Russia by overthrowing the weak mongol rule. His reign saw the transitioning of Russia from a medieval state into a proper empire. In doing so he created a standing army, conquering surronding territories. To control these provinces he implemented an effective buerorcracy system.
