Description:
Bismarck attacks the Catholic Church, sought to make the church subject to govmnt control so that they have less power.Pope Pius IX declared papal infallibility to German Catholics (put loyalty to church before state)
Bismarck began losing middle class national liberals, so he abandoned this strategy to regain the support of the Catholic Center Party
