- Alcohol poisoning -> higher death rate
- alcohol consumption only decreased in the beginning
- $11 billion lost in tax revenue
- not enough enforcement officers
- Briberies: even politicians seek for illegal alcohol

Repelled by F.D.Roosevelt, being a president by pledging to repeal Prohibition against Hoover
