- attempted to create Police State; local official failed him
- Table of Ranks--by eighth, was nobility
- Military was standing at 210,000
- The Great Northern War
- initiated Mercantilism as finance system; fell back on taxing peasants
- controlled church with Holy Synod and procurator
- Established St. Petersburg as capital
- Westernized Russia; coats and beards were cut; eventually detrimental to Russia because forced Western Culture
- women benefitted from reign
