Some key aspects to his reign:
- Although he was technically serving under the King, he was the one really in charge
- Put France in 30 Year's War
- Disliked the Huguenots; took away political rights (destroyed La Rochelle, a Huguenot city), but allowed them religious ones
- Was afraid of influence nobles had; to combat, put system of spies called intendants to find any conspiracies or plots; also, forced nobles out of castles
*intendants were raised from Middle Class
- Struggled with finances; although the system was corrupt, so many benefitted that it would be inciting a rebellion to try and change it; despite increased taille, debt continued to increase
