Northwestern Province
Agra, Oudh (UP) and Bihar were late starter in education reform. NWP became provincial government in 1843 which also resulted in transfer of council of education.
The earliest decisions of the Provincial Government was to educate the people through the medium of their mother-tongue and not through English. In 1845, James Thomson - became the Lt Governor of NWP. He called for special attention to vernacular education. He
Pushed minimal education: reading, writing, arithmetic and mensuration for protection of rights.
