Description:

EPL endorsed the right (that arose in the Middle Ages) that those in need had a right to get help.

Statute defined three major groups of dependents (meaning they had legal right to assistance)
 Children >given apprenticeships
 Able-bodied >given work
 Impotent “the worthy poor” >given either “outdoor” (home) or “indoor” (institutional) relief
