Washington declared unilaterally w/out Congress that U.S. would not side with Britain or France in their war and would be impartial

*isolationist tradition
*allow U.S. to get strong enough to assert
maritime rights in future (patience building
power while others fight)
*Hamilton and Jefferson agreed at first
*pro-French Jeffersonians disagreed but pro-
British Hamiltonians were happy
*Edmond Genêt: French citizen tried to
breach Neutrality Proclamation and recruit
Jeffersonian privateers b/c he believed
Americans didn't agree w/ Proclamation
