Louis XIII was a weak king until Cardinal Richelieu stepped in and took up a lot of his power. With Louis XIII wrapped under Cardinal Richelieu's finger, he was able to make France a powerful European power. The mainly Protestant leaders, however, caused much tension between France and the Habsburg rulers.
