For the Anti-Drug abuse act of 1988 needed to nullify the concerns the mandatory minimum penalties to drug trafficking. Completed drug trafficking offenses were happening at that time. The intended purpose was to stop the drug trafficking and abuse of drugs. Yes it did work and help on the cause of change it
