Instead of a single orbiting charge the ring was conceived as a collection of Infinitesimal charge elements, which orbited were circulated around a continue this path or loop. In this configuration The charge elements circulated, but the ring as a whole not radiate due to the changes in electric and magnetic fields since it remain stationary.
