Description:
Politically, there was a fear of concentrated economic and political power - concentration of poverty in slums and they're spreading, exploitation of labor, and rapid concentration of financial and industrial power. Democratic government in cities and states seemed to be breaking down - growing influence of business in politics, mafia bosses, politics is personal and avoids controversial policies.
In response, reformers called for more equitable taxation, social services for the poor and public education, and new forms of city government and institutional changes toward accountability (direct primary, direct election of senators)
