Empty Chair Crisis (jul 1, 1965 – jan 29, 1966)
Description:
- the President of the European Commision wanted to create an EEC budget autonomous of national budgets
- qualified majority voting was to be introduced in the Council of Ministers
- both of the above were perceived as a threat to national sovereignty by de Gaulle, so France withdrew from the Council
- crisis ended with the Luxembourg Compromise
