Wards with central green, each with church and civic buildings.
Settlement of American cities before 1900 were never called "city planning" even though 20c historians sometimes use that term. It was often done by private landowner or public official who hired a surveyor to lay out for a plan for plats for a site - it's better called town site planning (Peterson 2003)
