1916 NY's zoning ordinance (the first), 10 years later 591 other jurisdictions adopted similar measures.
1922 US Dept of Commerce published Standard State Zoning Enabling Act for states to start giving cities the power to enact zoning regulations, and establish planning commissions.
1928 Standard City Planning Enabling Act empowered permanent planning commissions to prepare a master plan, provisions for public approval of all public improvement, and control over the private subdivision of land, etc.
