Progressive Era & CCP (feb 1, 1890 – mar 5, 1920)
Description:
In city planning, Social Progressives started asserting the need to address the economic and social issues brought upon by rapid industrialization. This movement proposes a different dimension as City Beautiful and highlights its shortcomings in focusing on the elites and beautifying the physical aspects of city but neglecting the working class and the poor. Early Progressives believed the social problems can be address through better education, safe environment, and efficient workplace.
Big emphasis on housing with settlement houses, housing code advocates (fire, sanitation, ventilation, light access), settlement housing development to replace slumbs
Progressives organized the Committee on Congestion of Population (CCP) in NYC in 1907. Out of feminine conscience associated with Progressive Movement - settlement house, hired Benjamin Marsh as first exec secretary
CCP proposed 5 strategies:
1. Industrial zoning
2. Residential zoning and limits to height and density
3. Mass transit
4. Control and provision of public streets and parks
5. Ability to take land for public uses besides buildings
