Schäfer (2003:142) suspects the nearly concurrent elevation of Judaea to a consular province might have hindered Palestinian Jewish involvement in the widespread Diasporic Jewish revolts. This new status meant the premnent presence of two Roman legions in the province. Perhaps the Romans conciously headed off Palestinian Jewish uprising with this move.
