Description:
AKA Dreikaiserbund. Formed by Bismarck between Prussia, Austria, and Russia. Bismarck, Emperor Francis Joseph and Count Andrassy in AU, and Alexander II in Russia.A revival of the 'Holy Alliance,' which had been weakened in '48-9. AU wanted alliance w/ Bismarck against Russia; Russia frightened of GE-AU combination against it.
Useful for keeping FR in diplomatic isolation and attempting to ease AU-RU rivalries in the east.
1873 - 78 (Berlin conference) and revived 1881 - 87. Fell apart b/c of strong conflict b/w AU and RU in Balkans
