Description:
The proclamation of 2nd Republic in FR set off risings in GE, AU, and HU in March 1848.Parliamentary power was reduced to a minimum, FR was ruled by a centralized despotism tempered only by opportunism and necessity.
Universal male suffrage - over time FR recovered a more genuine system of parliamentary gov. A decline in autocracy throughout Napoleon's reign.
