Period when Huns took northern China (Not ethnically Chinese, but subjects were)
Ceasaropapism: Buddhism as source of political legitimacy and social cohesion
- Foreign Tuoba Huns used Buddhism as state ideology bc it is also foreign
- Offered social services in temples in return for prayers and rituals for the welfare of the state
Centralized state:
- Rule of avoidance: No official can serve in same province for more than three years
◦ No local network or power
- Equal field system: Emperor claim to all unclaimed arable land (Farmers must have a lease on land)
- Organization of fives: centralized rural re-organization
◦ Taxation and conscription (military and labor)
