Description:
The American Relief Administration (ARA) responded to the 1921-22 Russian famine by launching a massive humanitarian effort, feeding up to 11 million people daily by 1922 and distributing millions of tons of food and medical supplies. Herbert Hoover directed the operation, which was funded by a combination of U.S. Congressional appropriations ($20 million), Russian gold, and private donations. The ARA operated under specific conditions, most notably requiring autonomy in food distribution and insisting that aid be provided regardless of social status, to ensure aid reached those most in need
