Description:

In his 2013 book—Expert Witness: Breaking the Policemen's Blue Code of Silence, Bouza share stories of "alleged deceit, misconduct and corruption" by what he described as the "2-percenters"—the "misfits in every agency I have worked," that he described as the "thumpers, grafters, malingerers, psychos, alcoholics, women beaters, and bullies." He focused his "reform efforts" on the 2-percenters and apologized to the 98 percenters—the police officers who "try to do their job" and who are at times, "heroic and brilliant." Bouza said that the police "control the underclass," which is "reflected in their relationship to blacks." Bouza said that African Americans are "targets of stop and frisk and other abuses."
