104th Congress (jan 3, 1995 – jan 3, 1997)
Description:
The 104th Congress was during the third and fourth years of Bill Clinton's presidency. It was majority Republican which led to the continuing of devolution from Ronald Reagan. This Congress passed legislation that helped the states gain some power which ultimately led the 104th Congress to being an increase of state power. This had an impact because it continued Reagan's ideas and furthered state powers in some areas (the idea of devolution).
