Ellis Gibbs Arnall served as Governor of Georgia from 1943 to 1947 and was known for his progressive reforms that modernized the state. He abolished the poll tax, lowered the voting age to 18, and reformed the state’s prison and education systems. Arnall also ended the university system’s loss of accreditation by removing political interference, helping restore academic credibility. His term marked a departure from segregationist politics, setting him apart from other Southern leaders of his time.
