Description:
Richard Howley served as the Governor of Georgia in 1780 during the American Revolutionary War. His tenure was marked by efforts to stabilize the state's economy amidst British occupation, including attempts to restore the value of depreciating paper currency. Howley also played a role in the founding of Washington, Georgia, in Wilkes County. After his brief term as governor, he served as a delegate to the Continental Congress and later as Chief Justice of Georgia before his death in 1784.
