Empty Chair Crisis (jul 1, 1965 – jan 29, 1966)

Description:

Charles de Gaulle, with a newly established Constitution in France, had more power over foreign affairs. Worried about the decline in French sovereignty, he fought to leave the EEC and boycotted the Council of Ministers. Because decisions required unanimity, the Council of Ministers could not proceed with any decisions. This led to the Luxembourg Compromise, which stated that, if there were very high stakes over a piece of legislation for one of the member states, the decision would require unanimity. This gave member governments a much stronger role in decisions, making it more intergovernmental.
