Description:
Augustus' successor.
Further consolidated the power of Emperor of the Early Roman Empire. Rome had grown very large at this point and it was no longer practical to gather a comitia to vote on legislation.
This led to:
1. Lex de imperio - the Roman people transfer their legislative competence to the Emperor.
2. Imperial legislation - The Emperor was now empowered to create imperial legislation (constitutions) which came in various forms.
