Description:
North:draft began as 90 days volunteers, this changed to 3 year drafts after the battle of Bull Run
people could pay 1.5 k to avoid the draft
Draft's function was to create PROFIT, people could pay for others to go in their place
South:
90 day volunteers
Originally had to be 18-35 years old to volunteer; raised to 52 when they need more men
Slaves exempt from draft because they feared revolt; still used for manual labor
Draft functioned for military NUMBERS
