Description:

When it came to taking population counts for taxes and such, there was an issue. Non slavery states didn't want slaves to count but the southern states did. This was a problem because south carolina and georgia threatened secession from the country so a compramise was made so that 3 of every 5 slaves were counted in the tallying.
