Mandarins- officials sent to make sure locals were doing what they wanted
Eunuchs- worked for government & emperor
Rebuilt irrigation & promoted production of porcelain, lacquerware, silk, and cotton
GREAT WALL CREATED
DECLINE: pirates & smugglers, imperial neglect and corruption, famines led to revolts, allowing Manchus to take over
