In 1931 a British royal commission on unemployment insurance declared that "in case of married women as a class, industrial employment cannot be regarded as the normal condition." More candid was the French Noble Prize-winning physician Charles, who isisted that removing women from the workforce would solve the problem of male unemployment and increase the nation's dangerously low birthrate
