In retaliation for the Coastal Road Massacre, 26000 Israeli troops invaded Lebanon to take control of PLO bases and create a buffer zone in the south.11000 Palestinians/Lebanese were killed, most of them civilians because Arafat ordered the PLO to retreat north.
