Description:
The first state to adopt secret ballot legislation was Massachusetts before the Omaha Platform, in 1888, with North Carolina the last state to adopt a secret ballot legislation in 1929.
As one of the central ideas reflected in the Omaha Platform by the populist party, the privatization of suffrage through the enforcement of secret ballots was considered essential to fight the “universal intimidation and bribery” (Omaha Platform, 1892) that many states faced at the poles and ensure the right of suffrage of citizens established by the 14th and 15th Amendment to the U.S. Constitution be enforced.
